Avoid calling tty-setup-hook twice

* lisp/faces.el (tty-run-terminal-initialization): Add run-hook argument.
(tty-create-frame-with-faces): Use it.

* lisp/startup.el (command-line): Pass run-hook argument
to tty-run-terminal-initialization.
