Make Info-edit obsolete

* lisp/info.el (Info-enable-edit): Remove.
(Info-edit): Disable it rather than using Info-enable.
(Info-edit-mode-hook, Info-edit-map, Info-edit-mode, Info-edit)
(Info-cease-edit): Make editing of Info files obsolete.
