Fix documentation of Outline cycling commands

* lisp/outline.el (outline-mode-map): Fix wording of a comment.

* doc/emacs/text.texi (Outline Visibility): Fix wording and markup
of a recently added paragraph.  Improve indexing.

* etc/NEWS: Fix whitespace of a recently added entry.
