Avoid recording passwords' chars

* lisp/cus-start.el (standard): New user custom `record-all-keys'.
* src/keyboard.c (syms_of_keyboard): Un-obsolete
`inhibit--record-char'.
* lisp/subr.el (read-passwd): Use `inhibit--record-char' to
inhibit passwords recording.
