Sean Whitton c794719167 Disable failing SCCS tests on the release branch ...

These are broken and we don't have an SCCS expert to fix them at
present.  This shouldn't block the Emacs 31 release because SCCS
is a relatively obscure VCS.

* test/lisp/vc/vc-tests/vc-tests.el (vc-test-sccs05-rename-file)
(vc-test-sccs10-rename-directory): Mark as expected to fail.
Do not merge to master.
